INFRASTRUCTURE DEVELOPMENT GOAL
“All residents will have access to and enjoy good quality and affordable housing, electricity, water, transport, telecommunications, internet services, broadcasting services, ports facilities, and road networks”.
The Role of the Ministry of Infrastructure is to;
Oversee and advise on the performance of Communications, Transport, and Utilities, Departments in pursuing the Aims and executing the Infrastructure Strategies specified in Pillar 3 of the Niue National Strategic Plan.
Contribute a consolidated infrastructure perspective to national strategic planning activities.
Communicate Government goals and priorities and facilitate actions on these by infrastructure Developments
Co-ordinate department planning and reporting process relating to provision and development of communications, transport and utilities in accordance with Government Policy
The Ministry of Infrastructure has three core functions supported by corporate services;
Communication, consisting of;
- Broadcasting technology provision and regulations
- Post and telecommunications
Transport, consisting of;
- Aviation – Civil Aviation and Rescue Fire
- Maritime – Outside Services and Maritime
- Heavy Plant Machinery Maintenance
Utilities, Consisting of;
- Constructions and regulations.
The Primary Role of the Ministry is to;

Contribute a consolidated infrastructure perspective to national strategic planning activities
Communicate Government goals and priorities and facilitate actions on these by Infrastructure Departments.
Co-ordinate departmental planning and reporting process relating to provision and development of communication, transport and utilities, in accordance with the government policy and directives
Advise the Secretary to Government, Minister, Central Agencies, Ministries and relevant Department of Infrastructure matters, including strategic opportunities and issues concerning improved services provision.
Clarify and align functions and operating practices across Infrastructure Departments for consistency in performance, achievement and accountability.
Address issues of organisational or sector concerning raised by Departments, Central Agencies or Public Services Commission and provide meaningful solutions;
Ensure Department activities are conducted in accordance with the Niue Public Services Bill and Regulations (2004).
Encourage Infrastructure Department to take ownership of the transformation process to improve services provision and develop a culture of continuous improvements, focused on professionalism, integrity and pursuit of excellence.
